Article I: Name

            The official name of this organization shall be the WEST GENESEE SPORTS BOOSTER CLUB, INC.

Article II: PURPOSE

            The purpose of this organization shall be to support the athletic program in the West Genesee Central School District. All activities will be in cooperation with the athletic department of the West Genesee School District.

Article III: ELIGIBILITY FOR MEMBERSHIP

            Membership shall be open to any individual eighteen (18) years of age or older.

Article IV: MEMBERSHIP DUES

            The membership fee, if any, for each year shall be as determined annually by the Executive Board.

Article V: ADMINISTRATION

            The Booster Club shall be governed by an Executive Board not to exceed ten (10) members, appointed annually by the President in June for a term of one year, from July 1 through June 30.  In the event of an Executive Board member resignation, the President will appoint a person to fill the vacancy.

Article VI: DUTIES OF THE EXECUTIVE BOARD AND OFFICERS

            Section 1: Within thirty (30) days after the Executive Board appointments, the Board will convene to elect officers, consisting of President, Vice-President, Secretary, Treasurer, and Auditor.

            Section 2: The Board shall be responsible for the administration of all Booster Club business, through the officers.

            Section 3: Responsibilities of the Officers:

a. President:  as executive officer, shall preside at all meetings, appoint all committees, serve as an ex-officio member of such committees, and administer all Booster Club business.

b. Vice-President:  shall assume the duties of the President in his absence and perform such duties as requested by the President.

c. Secretary:  shall record all proceedings at meetings, handle correspondence as directed by the President and Board, and shall be responsible for maintaining membership records.

d. Treasurer:  shall be responsible for the collection of monies due the Club and make all disbursements in a timely manner, shall preserve copies of all invoices, receipts, statements and bank statements; shall maintain accurate records of the Club’s financial affairs and furnish the Auditor with said information on a monthly basis.

e. Auditor: shall review all transactions, prepare financial reports for each meeting and present to the Board a year-end report.

Article VII: MEETINGS

            Section 1:         There shall be ten (10) regular meetings per year.

            Section 2:         The President may call special meetings any other time during the fiscal year, with as much advance notice as possible.

            Section 3:            Requests for financial assistance from any West Genesee sports team may be presented for consideration by the Athletic Director at any open meeting and the disposition of such requests shall be determined by the Executive Board as provided in Article IX, Section 1.

            Section 1:         All monies received shall be deposited in the West Genesee Sports Booster Club, Inc. savings and/or checking accounts.  The Executive Board may establish Special Purpose Accounts for specific projects.

            Section 2:         The books of accounts of the Booster Club shall be closed at the end of each fiscal year, June 30th.  The Auditor shall deliver an annual financial report to the Executive Board for their examination and approval by the 30th day following the closing of the books.

Article VIII: FINANCIAL

            Section 1:         All monies received shall be deposited in the West Genesee Sports Booster Club, Inc. savings and/or checking accounts.  The Executive Board may establish Special Purpose Accounts for specific projects.

Article IX: EXPENDITURE OF FUNDS

            Section 1:         Except as set forth in Section 2 below, the disbursement of any funds shall be by resolution of the Executive Board and shall be pursuant to the Policies and Procedures set forth on the attached Exhibit “A”.  Prior to the passing of a resolution, the Executive Board shall solicit, receive and consider the opinions of the members of the Club.  All expenditures of funds must be approved by a majority vote of the Executive Board Members.

            Section 2:            Expenditures related to the normal operation of the concession stand and to support other established fund raising activities may be made by the President and/or Treasurer up to $1,000.00 without specific Executive Board approval.

Article X: AMENDMENTS

            Section 1: All proposed amendments to the By-Laws must be submitted in writing to the Secretary for reading at an Executive Board meeting. Voting by Board members shall take place after discussion of the proposal.

            Section 2: The By-Laws may be amended by a majority vote of the Executive Board members.

Article XI   SCHOLARSHIPS     

            Section 1: CRITERIA FOR SELECTION.  Each recipient of a Booster Club scholarship shall satisfy the following minimum qualifications:

            A. Must have been involved in athletic activities at the West Genesee High School;

            B. Must be in good academic standing; and

            C. Must be planning to further his/her education beyond high school.

            Section 2: MANNER OF SELECTION. A Scholarship Committee, comprised of the President of the Booster Club, the Athletic Director, and the High School Principal, shall determine, by a majority vote, the recipients of the scholarships.

            The recipients will be announced each year at the Senior Athletic Awards Dinner.

EXHIBIT A

Booster Club Expenditure Policies and Procedures

1.            All requests for Booster Club funds are to go initially to the Athletic Director, regardless of who the request is from.

2.            Each August, the Executive Board of the Booster Club will meet with the Athletic Director to: (a) estimate the amount of funds to be available to be spent in the coming school year, and (b) identify and prioritize requests for funds.

3.            The Executive Board will present to the entire Booster Club at the September meeting: (a) an estimated budget for the year, (b) proposed expenditures of funds, in order of priority.

4.            The Executive Board will vote to approve/disapprove the proposed expenditures with the advice and input of all members of the Club.

5.            Requests for funds during the school year shall follow a similar process: request made to the Athletic Director, presentation by the Athletic Director to the Executive Board and entire Booster Club at the next scheduled meeting, vote by the Executive Board at the following meeting.

6.            The Booster Club will first allocate money each year for scholarships and championship plaques.

7.            As a matter of policy, Booster Clubs funds will not be used to assist team trips or to fund senior nights for the various sports teams.

WEST GENESEE SPORTS BOOSTER CLUB, INC.

            The West Genesee Sports Booster Club, Inc. was formed in 1983 as a sports booster club for West Genesee athletics.   Members participate in various fund raising events throughout the school year and use the profits to enhance the athletic programs at the West Genesee School District.

            For example, over the years the Booster Club has purchased chairs and scorers’ tables for both gyms, championship banners, goal posts, a computer software program for game film review and editing and creating college recruiting tapes for our athletics, scoreboards for basketball and football, an electronic timing system for swimming, fencing at the high school athletic complex, weight room equipment and a sound system at the high school.  In addition, each year the Booster Club sponsors a scholarship program and purchases championship plaques and trophies.   

            Our main method of fund raising is our concession stand at the main field at the high school.  We also have a golf tournament, spaghetti dinner, 50-50 drawings, sports tournaments in several sports and each February we run a raffle.

            We would like to raise as much money as possible to enhance our athletic program.  This, of course, takes time and energy, but, most of all, cooperation and participation by coaches, parents, families and friends of our athletes!

            The Booster Club meets the second Wednesday of each month at 7:00 PM at the high school in the library.  All are welcome.
